My ex-roommate likes to sleep with a lamp on, while I, on the other hand, have to sleep in TOTAL darkness. Drove me insane! Maybe you could talk to your house mate, though, about his habits. Or turn everything off when he's outside smoking. If he says anything, just say casually, "Well no one was in the house/watching tv/etc. so I turned it off." He'll get the hint.
